UAE tourist VAT refund: a practical guide for Russian visitors
Russians are among the leading users of the scheme in 2026. Learn who qualifies, how much is refunded and what to do before checking in for a flight.

In August 2026, the UAE Federal Tax Authority reported that Russian nationals were among the five largest groups using the tourist VAT-refund service. Eligibility is not based on nationality: a claimant must be at least 18, be visiting on a tourist visa, not be a UAE resident, and make an eligible purchase of at least AED 250 excluding VAT in one tax-free transaction at a participating retailer.
Why is this guide timely?
On 5 August 2026, the FTA said roughly 19,340 retail outlets were connected to the digital system, 5.9% more than a year earlier. Visitors from India, Russia, Turkey, China and the United States generated the largest number of beneficiaries during the year. These figures come from the government tax authority, not a retailer promotion.
The system is also becoming easier to find: 100 self-service kiosks were operating by the end of June, and eligible Noon purchases were added to the digital scheme. Online does not mean automatic, however. The retailer and the specific transaction still need to participate in the official programme.
Who is eligible for a UAE tourist VAT refund?
The key distinction is tourist versus resident. The FTA says a claimant must have entered on a tourist visa, be at least 18 and not be resident in the UAE. A Russian citizen holding a valid Emirates ID therefore cannot use the tourist scheme merely because the passport is Russian.
For Russian-speaking UAE residents, the guide is most useful when parents, relatives or friends visit. Explain the steps before their first large purchase. Airline and aircraft crew members are also excluded from the tourist definition used by the scheme.
- Age: 18 or older.
- Status: non-resident tourist, not a UAE resident.
- Retailer: registered with Planet under the Tourist Refund Scheme.
- Minimum spend: AED 250 excluding VAT in one eligible tax-free transaction.
- Export: the goods must leave the UAE within the required period.
What should you do at the shop or online?
Before paying, ask whether the retailer participates in the Tourist Refund Scheme. Present the original travel document and request a tax-free transaction. The name recorded for the transaction should match the travel document. Scan the QR code or use the official Shopper Portal to confirm that it was recorded while the retailer can still correct an error.
Do not mentally combine unrelated purchases: eligibility is assessed against the qualifying transaction at the participating retailer. Keep digital and paper evidence, and avoid using goods in a way that means they have been consumed in the UAE.
The FTA has confirmed that eligible purchases on Noon are included. Look for the tax-free process and the conditions applying to the specific order; an ordinary receipt from any marketplace does not create eligibility by itself.
How do you validate the refund before departure?
Arrive early. Before checking in baggage, find the Planet validation desk or kiosk at a participating airport, seaport or land departure point. Have the original passport or travel document, ticket, receipts and goods ready. Staff may ask to inspect the purchases.
Tax-free transactions must be export-validated within 90 days of the invoice date. After successful validation, the tourist must leave the UAE within six hours. Otherwise, the validation is cancelled and the process must be started again.

- Keep the goods accessible for inspection.
- Confirm that every transaction shows a successful status.
- Choose card, cash or an available digital-wallet refund.
- Keep the confirmation until the money arrives.
How much money will you receive?
Planet states that the tourist receives 87% of the VAT paid, minus AED 3.60 for each tax-free transaction. This is not a refund of the full item price or the full 5% charged. For an item costing AED 1,050 including VAT, the VAT component is AED 50. After the 13% deduction and AED 3.60 transaction fee, the indicative refund is about AED 39.90. The system provides the final figure.
Cash refunds are capped at AED 35,000. The FTA lists no limit for refunds to a credit or debit card. Planet says card refunds are normally processed within nine days after exit, although the bank may display the credit later.
What is excluded, and which mistakes are common?
Only eligible goods qualify. Services, goods fully or partly consumed in the UAE and specifically excluded categories are outside the scheme. Do not expect a tourist refund on a restaurant, hotel or taxi bill merely because VAT appears on it.
Common mistakes include shopping at a non-participating retailer, recording the wrong travel-document details, spending below the threshold, being unable to present goods, checking the goods into baggage before validation, and missing the 90-day period. Resolve an error with the retailer, Planet or the official desk—not with a person who promises a refund for an extra private payment.
A short checklist for visitors from Russia
Before shopping, confirm tourist status and find a participating retailer. At purchase, present the travel document, request tax free and verify the record. Before flying, keep the goods accessible, validate before baggage check-in and retain the payment confirmation. UAE residents should use their normal consumer rights; the tourist VAT refund is not available to them.
